It is best used as a trolling bait. As long as they stay together, these are walleye killers. At $9 per lure, this can get very expensive. This is open water trolling and the bills just "disappear". It's not like we're abusing this lure on rocks or other structure. Unfortunately, on four of the five Scatter Raps I bought, the bills broke off after very little use.
